The City Council rescinded all mandatory conservation requirements after the wet 2022 to 2023 winter refilled the Russian River reservoirs. The 40 percent stage had been stepped down to 20 percent on November 15, 2021 after record October rain.

Restricted: what happened
On June 7, 2021 the Healdsburg City Council moved the city to Stage 3 of its water shortage plan: a mandatory 40 percent cut for all customers, a residential budget of about 74 gallons per person per day, and fines of up to $1,000 for repeat violations. The trigger was a State Water Board notice that junior right holders could no longer divert from the Russian River, with Lake Mendocino near 40 percent of target storage. Stage 3 followed a mandatory 20 percent Stage 2 adopted that May.
