At risk: what happened
Robert Lee drew its water from E.V. Spence Reservoir, which fell below one percent of capacity in the 2011 drought and became too salty to treat. In August 2011 city officials said that under severe restrictions the town had enough water only until March 2012; the regional water district stopped pumping from Spence that September, and by early 2012 the city was drawing the last of a 1950s stock tank. A 12-mile emergency pipeline from Bronte, funded by state grants and loans, began delivering water in May 2012.
